Director of Finance

The Center for European Policy Analysis (CEPA) is a non-profit, non-partisan public policy research institute. Our analytical team consists of the world’s leading experts on Central-East Europe, Russia, and its neighbors.


CEPA seeks a qualified and highly motivated individual to serve as our Director of Finance. This critical role oversees and manages the finances of the organization. The ideal candidate will be highly organized, have experience in budgeting, as well as financial and grant management and reporting for a non-profit organization. Candidate must be willing to work across cultures and be capable of balancing multiple tasks simultaneously. He/she must be proactive, detail-oriented, and work both independently and as part of a team. This position reports to the CEO.




  • Oversee the day-to-day finance activities for the organization, including accounts payable and receivable, monthly coding of accounts, review of monthly bank reconciliations, reimbursements and fund requests;

  • Draft annual budget with external accountants for review and approval by the Board;

  • Draft program and/or grant budgets, manpower allocations, and cash flow projections for review by the CEO;

  • Review and approve all budgets for grant submissions, manage grant financial reporting, monitor grant spending and release of temporarily restricted funds;

  • Manage the Center’s submission of Form 990;

  • Manage vendor contracts and support documentation to issue 1099s;

  • Oversee annual audit;

  • Maintain/update Finance and Accounting manual, review and maintain internal accounting controls and procedures;

  • Manage the Center’s regulatory compliance, including state charitable registrations; and

  • Oversee and provide guidance to external consultants and internal staff.




  • Bachelor’s degree required; Master’s degree in finance or a related field preferred;

  • Minimum of five years’ experience in budgeting, financial grant reporting, and financial management for a non-profit organization;

  • Demonstrated ability to manage multiple priorities in a time-sensitive environment;

  • Demonstrated analytical and problem-solving abilities;

  • Strong verbal and written communication skills; and

  • Ability to handle confidential information, meet deadlines and maintain grace under pressure.
