Senior Program Officer
for Development

The Center for European Policy Analysis (CEPA) seeks to hire a Senior Program Officer for Development. Based in CEPA’s Washington, DC office. This individual is responsible for the processing, tracking, submission, and organization of the Center’s rapidly growing development and programming portfolios with a focus on foundational and public sector grants. The individual reports to the Senior Director for Programs and Strategy and works collaboratively with the development team and program directors to ensure grant compliance, accurate and timely reporting, and fiscal responsibility.

 

Key Responsibilities and Accountabilities:

 

  • Process, track, and ensure compliance for all CEPA grants across programs.

  • Manage the organization of the Center’s donor data, donor history, funding leads, donor engagements, grant deliverables, and grant reporting across programs.

 

  • Assist in the management of the proposal application process across CEPA programs, including: editing proposals, ensuring compliance with proposal requirements, and submitting and tracking proposal applications for various types of grant-making entities (private and corporate foundations, individual donors, the U.S. government, and international organizations). Includes regular liaising with grant making entities throughout the proposal application process.

 

  • Draft cost proposals in cooperation with program directors and the Head of Finance for all proposal applications for all types of grant-making entities.
     

  • Coordinate the management of the grant reporting process across CEPA programs, including: editing narrative reports, ensuring compliance with grant requirements and original proposal, and submitting grant reports for various types of grant-making entities. Includes regular liaising with grant making entities on project progress throughout the grant lifecycle.

 

  • Work with program directors and Head of Finance in adjusting, requesting, and processing changes to projects and budgets.

 

  • Lead weekly development meetings with program directors and CEPA executives on development priorities, including current, upcoming, and prospective proposal applications and donor engagements.

 

Qualifications:

 

  • 5 to 7 years of experience in grant writing, grants management, fundraising, and/or nonprofit development.

 

  • Experience in drafting cost proposals for various types of grant-making entities, including in-depth familiarity with requirements of major foundations, U.S. government agencies, and international organizations.

 

  • Experience in using Salesforce CRM, Excel, and the full suite of Microsoft Office programs.

 

  • Experience in using various U.S. government online systems including grants.gov, SAMS Domestic, beta.SAM.gov, and Payment Management System as well as European online systems.

 

  • Exceptional expository writing skills with an excellent command of English grammar and spelling.

 

  • Excellent analytical skills and attention to detail.

 

  • Strong oral and listening communication skills.

 

  • Superior organizational and time-management skills, including ability to multi-task.

 

  • BA required, MA preferred.
